Yes, but what has motivated people's opinions changing? I do not see any arguments that have tackled why now of all times is a long enough time for us to go against what was decided in the previous discussion.
A certain vote being popular or unpopular should not be a reason why you vote a certain way. Only the arguments should matter.

If this is true, this thread should not have been created, and the folks who did not vote in the previous thread should have spoken up previously.
This is a similar to re-mooting a moot proposal without adding anything new.
Now, if the meme's usage has changed, this is a valid reason to repropose the source. However, that was not even mentioned in the OP of this thread.
As I said in the December 14, 2024 moot:
I think a proposal should be changed or revised before it is reproposed and discussed
Otherwise it is simply a matter of finding the right group of people and repeatedly proposing the proposal until it works

I agree, there is some value in having this thread continue, but I think we as vote approvers need to be quick in shutting down duplicate or incomplete threads.

I agree. If this were a moot, I would ask the proposer to repropose this later with an article and an actual list of usages, especially a list of usages since Feb 25 (since folks thought this was an event-only meme)

That sounds like how moots work, which would normally be a point in its favor. I don't think that is necessary at this point, though. If a thread is poorly worded or needs to be reproposed, it should just be closed and a new one should be made.
to be fair we haven't really had an issue like this aside from the joke-explainer/magalor shoppe, where the issues weren't apparent until the thread was discussed at some length
